At a glance
Before a council treats an energy upgrade as decision-ready, it should have a clear problem statement, basic building context, utility history, a current view of electrical or mechanical constraints, comparable quote assumptions, incentive assumptions that still need confirmation, resident-impact notes and a recommended next action.

Start with the decision, not the equipment
A common mistake is to open the discussion with a technology choice: heat pumps, controls, windows, lighting, water heating, electrical upgrades or a feasibility study. Councils usually get a better conversation when they start one step earlier. What decision is actually needed? Is the building trying to reduce operating risk, improve comfort, manage future electrical load, replace aging equipment, sequence capital work, prepare for incentives, or answer owner questions with better evidence?
The decision frame should name the problem, the deadline if one exists, the owner or resident impact, the evidence currently available and the evidence still missing. That keeps the conversation from becoming a debate over favourite equipment brands before the building understands its constraints. It also gives contractors, consultants and program representatives a more disciplined brief.
Build the baseline
The baseline is the minimum fact set needed before the council asks owners to weigh costs, disruption and benefits. Start with the building context: age, number of units, heating and cooling approach, domestic hot-water system, ventilation approach, envelope condition, common-area systems, parking and electrical rooms, utility metering arrangement and known maintenance history. Add recurring complaints such as overheating, cold suites, humidity, noise, poor controls, high common-area consumption or aging equipment that is becoming harder to service.
Utility history matters because energy upgrades change load, operating cost and sometimes infrastructure needs. Gather common-area electricity and gas history, suite-level information where appropriate and available, demand concerns raised by contractors, and any electrical planning material the strata already has. Treat that as a planning input, not as a final design answer: a contractor or qualified professional may still need to assess whether the available capacity and equipment assumptions are adequate.
The baseline should also include planned capital work. If the roof, envelope, windows, electrical room, boilers, make-up air, domestic hot-water equipment or parkade systems are already in the depreciation-report conversation, the energy upgrade should not be evaluated in isolation. Good sequencing can reduce duplicated work; poor sequencing can create avoidable cost and owner fatigue.
Create a board-ready evidence pack
A useful evidence pack is concise enough for a meeting, but complete enough that council members can see the decision path. It should include the problem statement, baseline evidence, options considered, feasibility information, quote assumptions, financial implications, incentives requiring confirmation, resident impacts, risks and dependencies, and the recommended next action.
What the pack should contain
- Problem statement: what pain, risk, compliance need or operating opportunity is driving the project.
- Baseline evidence: utility history, equipment age, complaints, maintenance records, available reports and known constraints.
- Options considered: at least the status quo, a maintenance-only path, and one or more upgrade paths where appropriate.
- Financial implications: rough capital cost, operating-cost logic, contingency, funding source and what is still unknown.
- Resident impacts: access, noise, service interruptions, suite work, notices, comfort tradeoffs and communications.
- Recommended next action: approve more investigation, request comparable quotes, retain a specialist, prepare owner communication, or defer with reasons.
Incentives belong in the pack, but they should not be the foundation of the decision until eligibility is confirmed. Better Homes B.C., CleanBC, Province of B.C. and utility offer pages separate pathways by building type, customer type and upgrade type; FortisBC’s finder asks for customer and project details before directing users to offers. That is a strong signal to treat rebates, credits and offers as conditional until the official program pathway, utility account, building type, timing and documentation are verified.
Compare options and contractor quotes consistently
Quote comparison is where many councils lose clarity. Two proposals can appear to price the same upgrade while carrying different assumptions about scope, equipment, access, electrical or mechanical enabling work, warranties, permits, commissioning, maintenance, schedule, disruption and responsibility for resident coordination. A low price is not useful if it excludes the work that makes the upgrade possible.
Before comparing totals, normalize the scope. Ask whether each quote covers the same suites, common areas, plant rooms, controls, patching, coring, disposal, commissioning, training and warranty service. Ask what is excluded. Ask whether electrical capacity, ventilation, condensate, drainage, structural penetrations, roof work, building-envelope implications and controls integration have been considered. If a quote relies on a rebate, ask what documentation is required and who is responsible for preparing it.
For larger or less standard upgrades, a feasibility study can be a decision tool rather than an implementation commitment. The point is to clarify options, constraints and next-step confidence before the council asks owners to support a larger spend.
Map the approval path
Do not assume one universal approval rule. Approval can depend on the work scope, common property, limited common property, strata lot boundaries, bylaws, funding source, urgency, prior resolutions, owner alteration requests, local permitting and advice from the strata manager or legal counsel. The Province’s strata guidance is useful as a starting point, but it explicitly warns readers not to treat the website as a substitute for legal advice.
A board-ready pack should map who recommends, who reviews, who approves, who funds and who implements. The council may recommend next steps; a strata manager may help with process and records; owners may need to approve certain funding or changes; contractors and consultants may define scope; and qualified professionals may be needed for electrical, mechanical, engineering or energy-advisor inputs. Keep those roles clear so the meeting is about the right decision at the right level of confidence.
Questions to answer before a council vote
- What problem are we trying to solve, and what happens if we do nothing this year?
- What baseline evidence do we have, and what evidence is still missing?
- Are the options genuinely comparable, or are we comparing unlike scopes?
- What assumptions sit behind cost, timing, savings, incentives and resident disruption?
- Which specialist input is required before an owner-facing recommendation is responsible?
- What approval, funding and communication path should the strata manager or legal counsel confirm?
- What is the smallest useful next decision: investigate, quote, retain a specialist, communicate, approve or pause?
These questions do not produce a universal legal conclusion. They help the council separate a planning decision from an approval decision and identify where professional advice is needed.
Common failure modes
The first failure mode is selecting equipment before defining the problem. A heat pump, control system, window upgrade or electrical project may be right, but the building still needs to know why that option is being advanced and what evidence supports it. The second is comparing unlike quotes: one contractor includes enabling work and commissioning while another excludes it, yet the prices are discussed as if they are equivalent.
Other failure modes are just as common: relying on an unverified rebate assumption, omitting electrical or mechanical enabling work, ignoring resident disruption, presenting a single cost without alternatives, treating a feasibility study as if it authorizes construction, or assuming every building in B.C. follows the same approval path. A careful evidence pack does not remove uncertainty, but it makes uncertainty visible before the meeting.
When qualified specialists are needed
Bring in qualified specialists when the decision depends on capacity, safety, design, legal authority, incentive eligibility or work that could materially affect the building. Depending on the scope, that may include an engineer, electrician, mechanical contractor, energy advisor, lawyer or strata professional, utility representative, program representative, or municipal permitting contact.
Provincial guidance on electrical planning reports is a useful reminder of the boundary. An electrical planning report can help a strata understand current capacity and future demand, but it is not detailed installation analysis. If the building is adding equipment that changes electrical demand, the project still needs qualified review of capacity, equipment selection and possible upgrades.
